The answer is

POPAYÁN

The historic downtown is considered one of the most beautifuland best preserved in whole Latin America. You will find beautiful churches, cathedrals, plazas and museums to visit and make sure to enjoy the magic of the city by getting lost in its peaceful streets. It's the main university town of the Cauca region and there's a young, sociable feel to the city.
